OBJECTIVES OF THE PROGRAMME
The strategic objective of the Global Malaria Programme (GMP) is to support Member States to adopt WHO's malaria-related technical recommendations, and to advance implementation of the Global Technical Strategy for Malaria 2016-2030 (GTS). The Programme's core roles are to: I) Address key malaria control and elimination strategic questions; II) Set, communicate & disseminate evidence-based normative guidance, policy advice and implementation guidance to support country action; III) Coordinate WHO capacity building & technical support to Member States, jointly with Regions, ISTs and Countries; IV) Help countries develop and implement robust surveillance systems to generate quality data and use that data to achieve greater impact; and V) Keep an independent score of global progress in malaria control and elimination, including drug and insecticide resistance.The mission of the Entomology and Vector Control (EVC) unit is to support optimal use of resources for malaria vector control by WHO Member States through key activities, including to: a) Support generation and reporting of data related to malaria vectors and interventions; b) Develop or revise evidence-based policy recommendations and programmatic guidance on vector surveillance and control, including for new tools; and c) Support timely dissemination of vector surveillance and control guidance and contribute to its implementation through technical support and capacity building activities based on identified priorities.
DESCRIPTION OF DUTIES
Under the direct supervision of the Coordinator, Entomology and Vector Control (EVC) in the Global Malaria Programme (GMP), the incumbent will:• Lead on managing the Guidelines for Malaria Vector Control, a task consisting of: ensuring timely updates when new policy guidance becomes available; a comprehensive document review and revision every 3 years; and, dissemination, communication, implementation of a feedback process focused on ensuring that the guidelines meet country demands. This work will include the commissioning and expert appraisal of systematic reviews as required. • Assist in the development of global policy and guidance for entomology and vector control, including writing or revising documents such as information notes, meeting reports, protocols and other outcomes from technical consultations; • Manage consultancy contracts and supervise work, such as on the WHO insecticide resistance database or to appraise the evidence-base related to priority entomology and vector control technical issues of strategic importance to malaria control and elimination;• Manage updates to, and maintenance of, the Malaria Threats Map in coordination with relevant GMP technical units;• Manage the development, piloting and roll-out of a DHIS-2 entomology and vector control module in conjunction with regional offices and the GMP Surveillance team;• Provide status updates on vector surveillance and control for the World Malaria Report and otherwise upon request, such as through the production of high-quality reports, presentations or data summaries; • Co-coordinate implementation of the Global Vector Control Response (GVCR) 2017-2030 in conjunction with the WHO Department of Control of Neglected Tropical Diseases, and through engagement with other WHO departments, WHO regional and country offices, and partners;• Identify and contribute to technical assistance and capacity building activities for malaria entomology and vector control in line with WHO guidance and strategies (i.e. GVCR 2017-2030, GTS 2016-2030), including the development of training materials;• Manage communications on entomology and vector control including updates to relevant GMP/EVC webpages, maintaining the WHO health topics webpage, and managing the WHO Vector Control Updates mailing list and posts.
REQUIRED QUALIFICATIONS
Education
Essential : Postgraduate (MA-level or equivalent) degree in medical entomology or vector control from a recognized university.
Desirable : Degree or postgraduate training in public health, epidemiology, tropical medicine, mathematical modelling and/or economics.
Experience
Essential : Minimum of 7 years progressive experience, including at international level, in planning, implementing, coordinating, monitoring and evaluation of vector control programmes, with at least 3 years of directly supporting a number of malaria-endemic countries outside the home country.
Desirable : Experience of being based in one or more malaria endemic county/countries. Publications on vector control in international peer-reviewed journals. Proven contribution to the development of global or national strategies, policies or guidance. Demonstrated knowledge of the global health landscape, including development partners, public-private partnerships, innovators, research entities, and implementation partners, as documented through involvement in advancing disease control initiatives.
Skills
Extensive knowledge of vector control, medical entomology and vector ecology with a particular focus on anopheline mosquitoes Excellent knowledge of the epidemiology of malaria transmission and on the impact of interventions, including appropriate study designs to measure such impact Good understanding of public health issues, including measurement of vector control coverage and insecticide resistance surveillance and management Practical skills on the implementation of insecticide treated nets and indoor residual sprayingExperience in the formulation of policy or other forms of high level organizational communication Demonstrated ability to understand and write technical reports English editing, proof-reading skills, including keen attention to detail Willingness and ability to take responsibility; self-starter, self-motivated, self-manager, including ability to demonstrate initiative and work on her/his own after instructions from supervisorsAbility to multi-task effectively and prioritize workload to meet deadlines, in a pressured environment with competing demands and high expectations Ability to identify key issues, anticipate risks and alert management with proposed recommendations Excellent interpersonal skills, including integrity, good judgment and diplomacy, including proven ability to promote consensus Proven ability to work as a member of a team and to maintain working relationships in a multicultural environment.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4464 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
