OBJECTIVES OF THE PROGRAMME

Malaria Vaccine Implementation Programme (MVIP)The Malaria Vaccine Implementation Programme was established by WHO to coordinate and support the introduction of the RTS,S vaccine in selected areas of Africa through country-led routine immunization. The Programme will evaluate the vaccine's public health impact in the context of routine use and inform policy about its potential use on a broader scale. The MVIP is jointly led by GMP and IVB, collaborating closely with WHO's Regional Office for Africa, WHO country offices, Ministries of Health in pilot countries, PATH (an international non-profit organization) and the vaccine manufacturer, GSK.Global Malaria Programme (GMP)GMP coordinates the Organization's international efforts to control and eliminate malaria. The launch of the annual World Malaria Report and World Malaria Day are the Programme's two key platforms for advocacy and communications. The E-2020 initiative focused on malaria-eliminating countries is another high visibility area of GMP's work.


DESCRIPTION OF DUTIES

Under the guidance and supervision of the Team Lead, MVIP, and the Advocacy and External Relations Manager for the Global Malaria Programme, the incumbent is responsible for, but not limited to, the following assigned duties:Communications support for the Malaria Vaccine Implementation Programme (70%):--> First-line responsibility for the strategy and communications deliverables for the MVIP, with a strong focus on regional and country communications. She/he will have a visible role in coordinating communications among external partners (Ministries of Health, PATH, GSK) and among colleagues across all levels of WHO (HQ, AFRO and Ghana, Kenya and Malawi country offices).--> Provide strategic advice and information products for senior WHO focal points in the 3 countries that are piloting the vaccine (Ghana, Kenya, Malawi), as requested, to build confidence in the MVIP and manage any reputational risks associated with the introduction of the new vaccine. --> Serve as the day-to-day MVIP communications focal point for WHO and external collaborators, as well as media and other external stakeholders in a variety of settings, particularly in vaccine pilot countries. --> Provide writing and editorial services on MVIP communications materials aimed at diverse public and private stakeholders, with a focus on products aimed at regional and country audiences (e.g., a quarterly newsletter, monthly updates, web content, media products, feature stories, fact sheets and health information for health workers and individuals)--> Manage meeting report development, including editing, obtaining clearances, and, when required, assisting with report writing.--> Review, contribute to and optimize communications plans in implementation countries, particularly to prepare for and handle crisis communications. This will include interaction with/advice to national immunization and malaria control specialists and NGO and community partners.--> Provide media engagement support to WHO in pilot countries, including advice/support to leaders/communicators within WHO and the Ministries of Health; media preparation through spokesperson training and media materials; and handling of media queries (which are likely to include international media outlets).--> Manage high-visibility event where the first vaccine is given with senior leaders of WHO, donor agencies and partners - in collaboration with communications colleagues in GMP, IVB and PATH.--> Represent the MVIP in communications forums, country planning work groups and other technical/public events as requested.--> Develop and deliver multimedia communications that showcase results and success (e.g., web photo stories, feature articles, videos or other products).Support for the Global Malaria Programme (30%):--> Provide high quality public information materials for WorldMalariaDay and the World Malaria Report - the two major annual platforms for visibility for WHO's work on malaria. Develop information packages geared to a broad audience (eg. key messaging, fact sheets, human interest stories, video messages with senior WHO staff, info-graphics, Q&A interviews, social media content). Coordinate and develop public information materials for the E-2020 group of malaria-eliminating countries, a special WHO initiative aimed at accelerating the pace of progress towards malaria elimination in countries with a low burden of malaria. The work includes, but is not limited to: serving as the advocacy focal point for the annual E-2020 global forum, elimination certification ceremonies and/or events at the World Health Assembly; updating the E-2020 country briefs annually; updating elimination-focused text on the WHO web site text.Perform all other related duties as assigned.


REQUIRED QUALIFICATIONS


Education


Essential : --> An advanced university degree(Master's level or above ) in communications or a related field.

Experience


Essential : --> At least 7 years of relevant experience providing strategic communications planning and counsel to health and development leaders and specialists at the UN or international organizations. Demonstrated experience at the international level.--> Proven experience leading or managing teams or technical areas of work to achieve communications objectives. This includes responsibility for setting objectives, ensuring delivery of quality products, and enabling productive collaboration between WHO and partners .--> Demonstrated communications experience in strategic planning, reputation management, media engagement (traditional and social media), crisis/risk communications, writing and editing on public health topics (for speeches, media products, feature stories, web content) and partner coordination.--> Experience working in UN programmes with leaders and technical staff at all levels of the Organization.


Desirable : --> Experience working in the field.--> Experience working in Africa.

--> Excellent English-language writing and editing skills. --> Ability to translate complex public health information and data into clear, concise language. --> Ability to work efficiently under tight deadlines--> Solid understanding of public health and development topics, trends and emerging issues.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4244 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
