OBJECTIVES OF THE PROGRAMME

The WHO global action plan on antimicrobial resistance (GAP) is delivered by teams across the Organization, including Headquarters, Regional Offices and Country Offices. The goal of the global action plan is to ensure for as long as possible, continuity of the ability to treat and prevent infectious disease with effective and safe medicine. WHO has adopted a corporate approach to ensure success at all levels of the Organization using a matrix-type structure to manage the implementation of the GAP. Implementation is coordinated by the Antimicrobial Resistance (AMR) Secretariat. Since the adoption and approval of the GAP, substantial progress has been made: 99 countries have developed national action plans, and a further 67 are in the process of doing so (as at February 2018). The challenge now is to sustain progress by helping countries to implement their plans .For this to occur, in addition to support in specific technical areas such as surveillance, medicines management, IPC or communication, countries will require support with broader aspects of governance and monitoring of these plans.The National action plan and monitoring team provides this support and attempts to coordinate the inputs into countries and learn lessons. As this is a One Health issue, the team also collaborates closely on all aspects with FAO and OIE and other stakeholder.


DESCRIPTION OF DUTIES


Support knowledge development and management:


- Provide support to networking and lesson learning at national and regional level for the implementation of AMR national action plans by, sustaining existing online communities of practice (CoP) and developing new communities as appropriate.


- Provide day-to-day technical support for the CoP and knowledge management efforts including (but not limited to): identifying important issues; planning and facilitating community events; leveraging lessons learned; undertaking regular outreach to community members; promoting cross-sectorial collaboration; creating informal connections between community members.


- Build the knowledge base, identifying best practices, and managing the process for the development of tools and guidance, and learning events. This will be done in conjunction with HQ, regional and country teams who will identify priority areas for early implementation of national action plans: the incumbent will support the development and dissemination of tools to support priority areas.


- Collaborate with counterparts in FAO and OIE to strengthen the ‘One Health' component of materials to encourage co ordinated action across sectors to address AMR


- Support stakeholders' networks to encourage collaborative working at country level, and sharing of lessons and good practice in the implementation of national action plans.


- Maintain and update knowledge repositories e.g. AMR Resource Pack, Health Workforce education materials repositories. Project management.


- Provide project management support to the NAP team.


- Finance: provide a weekly update to the Team Lead on status of awards, deliverables and expenditures.


- Provide inputs as required for the donor reporting team on the status of award implementation and expenditures in a timely manner to facilitate donor reports.


- Provide support in recruitment and management of short term consultants and technical assistance. Perform all other related duties as assigned.


REQUIRED QUALIFICATIONS


Education


Essential : A first university degree in the area of public health, development, social science or related field.


Desirable : An advanced university degree (Masters level or above) in Business Administration or Public Health.


Experience


Essential : A minimum of five years of project management experience. Within this experience one year of experience in building and sustaining online communities of practice. Demonstrated experience working with an international organization in a health field.


Desirable : Experience working with development programmes at the national level. Experience working in the area of antimicrobial resistance. Experience in knowledge management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3495 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
