This position is located in Human Rights Treaties Branch (HRTB) in the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent will work under the direct supervision of the Chief of the Anti-Torture, Coordination and Funds Section.
ResponsibilitiesWithin delegated authority, the Human Rights Officer (Secretary of the United Nations Voluntary Funds for Victims of Torture and for the Victims of Contemporary Forms of Slavery) will be responsible for the following duties: - Engages in the full scope of work related to role of Secretary of the United Nations Voluntary Fund for Victims of Torture (UNVFVT) and the United Nations Voluntary Funds for Victims of Contemporary Forms of Slavery (UNVFCFS), including the effective operation of the two Humanitarian Funds (UNVFVT & UNVFCFS) and for technical and substantive support and guidance to both Boards of Trustees (that provide advice to the Secretary General). - Ensures the continued and effective functioning and development of the two Humanitarian Funds, by preparing reports on the status of the two Funds; organizes and coordinates the preparation and the work of the Humanitarian Funds team, organizes, conducts and follows-up to the periodic meetings of its Board, and serves as standing liaison with the Boards; liaising with relevant budget/financial services and the partner agencies on all matters concerning the administration of the two Funds; monitors the programme performance against the Strategic Management Plan and advises the management on any significant divergence between implementation and programme/project plan. - Maintains overview of all projects of UNVFVT & UNVFCFS grantees in order to provide appropriate guidance to members of the team directly managing them, in accordance with UNVFVT & UNVFCFS guidelines and other related standard administrative and other procedures. - Manages a number of selected grantee projects during the entire project cycle, from initial assessment to ongoing evaluation. - Ensures that all projects of Humanitarian Funds grantees follow adequate assessment, selection, design, formulation, implementation and evaluation; provides guidance and advice on these issues to staff at headquarters and field presences; prepares and conducts project evaluation exercises, including at country level, for UNVFVT & UNVFCFS grantee projects; drafts and oversees preparation of reports, documents and other written materials, as required, including to the Human Rights Council and the General Assembly. - Coordinates work with the Donor and External Relations Section at OHCHR, including with the fundraiser officer for the Humanitarian Funds as well as with the Communications Section at OHCHR; provides input concerning grantees’ projects funded from the Humanitarian Funds to the Division overall contribution to the High Commissioner’s Strategic Management Plan and to programme performance reporting, including the monitoring of outputs, indicator methodology and the drafting of accomplishment statements for the sub-programme; prepares and implements a work plan which is coherent with the Division work plan and the responsibilities assigned, following applicable standard procedures governing performance management (e-PAS), training and coaching more junior staff members, and monitoring progress and reporting to the supervisor, taking action to minimize delays. - Undertakes any others tasks as assigned by supervisors

EducationAdvanced university degree (Master’s degree or equivalent degree) in political science, international relations, public administration, management or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of 7 years of progressively responsible experience at national and international levels, preferably within the UN system, in the human rights field, including in design, development, implementation, management and evaluation of projects, including in human rights or closely related area is required. Experience within the UN system or other international organization is desirable. Experience in managing human and financial resources is also desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French (oral and written) and knowledge of the other is required. Knowledge of other UN official languages is an advantage.
