Level of responsibility:supporting managing finance and budget (including grants management) related actions, as well as admin processes


Enabling environment: Under the supervision of the Finance and Budget Officer, the Finance, Budget and Admin Analyst will primarily engage with Institute staff, as well as service providers at UNOG and UNOPS.


Internal/External Focus: Internal contacts will be with Institutional and Research Programme staff. External contact outside the Institute will be to liase with Budget, Finance and administrative officers in the Secretariat  as well as service providers such as UNOPS. External contacts may be extended to officials of permanent missions to the UN in Geneva

Responsibilities: Within delegated authority, the Finance, Budget and Admin Analyst will be responsible for the following duties: 

Budget and Finance



  • Assists the Finance and Budget Officer in the elaboration of resource requirements for annual budget submissions.

  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals for UNIDIR’s Trust Fund, Programmes and other activities.

  • Creates and maintains all aspect related to (extra-budgetary) grants in Umoja, including the application of cash received through voluntary contributions. Monitors grants to be closed as necessary.Prepares requests for allotments (release of budget), including redeployment of funds when necessary, ensuring appropriate level of expenditures are maintained

  • Monitors budget implementation and recommends reallocation of funds as necessary.

  • Monitors expenditures to ensure that they remain within authorized levels.

  • Initiates and reviews requisitions, including for hospitality, for goods and services to ensure (a) correct objects of expenditure have been charged, (b) correct budget codes have been charged, and (c) availability of funds.

  • Monitors Reviews agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures, as required.

  • Assists in the preparation and finalization of budget performance submissions and reports, including mandatory year-end financial actions.,analyzing variances between approved budgets and actual expenditures as required.

  • Liaises with funders to acknowledge receipt of funding and to provide official contribution receipts.


Human Resource Management

  • Undertakes actions related to the administration of the Institute’s human resource activities, e.g., serving as liaison with UNOPS on recruitment, job classification reviews, separation of staff members, training, tracking leave, etc., ensuring consistency in the application of UN/UNOPS rules and procedures.

  • Raises shopping carts for non-resident consultants and Low Value Items Purchase Orders as required. Initiates relevant Service Entry Sheets.


General Administration



  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with United Nations policies and procedures

  • Performs other related administrative duties, as required (e.g., operational travel programme, payment to vendors, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems).

  • Supervises support staff as required.  


Results Expected: 

Applies specialised expertise with respect to a range of budget, financial and administrative management tasks with mid-level supervision. Expected to develop well-formulated budget proposals in a timely manner, improve programming and budgetary practices and improve general administration in support of programme implementation.

  • Degree specialization in non-profit management or public administration desirable.


Experience

  • A minimum of four years of progressively responsible experience in finance, administration, accounting, business administration, or related area.  

  • Mastery of an ERP system is required. 

  • Experience with UMOJA system desirable.
