Cybersecurity Policy Strategist

Microsoft's Corporate, External and Legal Affairs office has an immediate opening within the Digital Diplomacy team for a program manager to support its Digital Peace campaign and cybersecurity policy portfolio at Geneva, Switzerland. The Digital Diplomacy team works with governments, private sector actors, and civil society members to advocate for and implement policies and technologies aimed at achieving a more secure and stable cyberspace.


 


Responsibilities


The Digital Diplomacy team is looking for an experienced, results-oriented, individual to help drive cybersecurity policy projects:


 



  • Specifically, the Program Manager will partner with Microsoft colleagues around the world in managing Microsoft’s engagement on emerging policy issues related to cybersecurity, including the adoption and/or interpretation of international norms about the development, use and stockpiling of cyber weapons and the military use of emerging technologies

  • In addition, the individual will play an active role in the preparation and execution of deliverables to senior leadership


 


Qualifications



  • Experience working with government officials and other stakeholders in understanding and managing complex strategy and policy issues related to cybersecurity, critical infrastructure, cloud security, cyber supply chain security and risk management

  • A government affairs background with a focus on policy development and relationship management would be preferable, focused on developing, assessing, and/or shaping public policy, including strategy development and relationship management, as well as research skills including data analysis

  • Excellent written and oral communication skills, with a demonstrated ability to discuss and advance complex security, technology, and policy concepts with diverse stakeholders at various levels; to producematerials such as reports, white papers, presentations, articles, and op-eds; andtocreate, review, and comment on plans, directives, and documents related to the broad set of cybersecurity topics

  • Ability to operate in a fast-paced, high-pressure environment working on cutting-edge technology and security policy matters, where ambiguity is the rule rather than the exception

  • Strong program management and prioritization skills, be able to develop and implement corporate strategies, and work collaboratively across both internal Microsoft and external ecosystem policy stakeholders

  • An advanced degree, such as a master’s in public policy or international relations, or a law degree, is also desired.

  • Successful experience with the Geneva peace and security ecosystem is an advantage
