Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.


MSF International is the legal entity that binds MSF’s 21 sections, 24 associations and other offices together (the Movement). Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested. MSF International also provides administrative support to the MSF Access Campaign.


 


POSITION BACKGROUND


MSF has embarked on a global HRIS project of design, development and integration of HR systems and processes across more than 30 MSF offices. In the preliminary phase of the project, a feasibility study was carried out, most of the functional and technical requirements identified and described, and a HRIS solution identified. The project is now in the implementation phase aiming at realizing the solution with SAP HCM and started deploying in several MSF offices.


 


PLACE IN THE ORGANISATION


In the MSF International Office you will be a member of the International HR team and work closely with the Symphony Program Team. You can be based in Paris, Barcelona or in another MSF Hub and you will report to IHR Symphony Project Lead. Directly or via team members, you will need to actively interact with MSF end users in all MSF sections as well as the Symphony team. You will coordinate part of the IHR Symphony team related                                                                                                                                                                                            the areas of responsibility assigned to you (detailed team set up TBC).


 


OBJECTIVES OF THE POSITION


The IHR Symphony Project Advisor generally supports and assists the IHR Symphony Lead in centralizing and coordinating the development, documentation and maintenance of international/global HR policies & processes within the Symphony scope, liaising between the Symphony team and HR bodies (platforms, working groups, policy makers) within MSF, as well as with Symphony focal points, especially in OCs. The areas of focus of the position are:



  • Support to the Symphony team in roll out (preparation of the industrialized roll-out, Support to sections and offices in the HR transformation linked to Symphony)

  • Supervision of the documentation and dissemination of ‘new’ (‘to be’) Symphony integrated international HR policies & processes.

  • NB: the split of responsibility between the project lead and the advisor may evolve based on project and team organization needs and flexibility in this regard will be an asset.


 


Main Responsibilities:
1.    SUPPORT THE ROLL OUT OF SYMPHONY TO SECTIONS
Preparation of the industrialized roll-out



  • Support the Symphony Team in the preparation of the industrialization tool kit (reviewing and developing documentation as required)Support Symphony change management team in change

  •  Support to sections and

  •  offices in the HR transformation linked to Symphony


 


2.    DOCUMENTATION OF GLOBAL “TO BE” HR POLICIES & PROCESSES:
Documentation and management of ‘to be’ Symphony Integrated global HR policies & processes: Coordinate the Knowledge Management Officer in the documentation of Symphony integrated guidelines, which consists in:



  • Based on ‘as is’ processes and using their own, their team’s and the Symphony team’s (e.g. process owners) knowledge of the tool, ensure the collection and organize the documentation of Symphony integrated global policies and processes (‘to be’ policies and processes, including Symphony all actions, changes in language and definitions, etc.)

  • Contribute to the development of the maintenance strategy/long-term maintenance for Symphony post rollout

  • Ensure the documentation of the necessary maintenance guidelines for Symphony integrated global policies and processes, validating them with the appropriate platforms as necessary with the HR Symphony project lead and project lead


 


Documentation & information management



  • Define strategy, in consultation with IHR Symphony Project Lead and the rest of the IHR team for dissemination of ‘as is’ and ‘to be’ global HR policies and processes, working with the Knowledge management officer and International HR communications Officer to ensure the strategy and tools used (OOPS, IRFFG, HR Connect, other TBC)


3.    SUPPORT & ENABLE SECTIONS IN THE HR TRANSFORMATION LINKED TO SYMPHONY


Information and contribution to Program governance Information sharing


Ensure focal points (in OCs especially) have the necessary information on Global Template and Global HR policies and processes impacted by Symphony, to enable a full understanding in sections of the tool and the HR transformation required in sections.


Change support and preparation for roll out
Making use of the set up and processes to be finalized, support the transition to global processes, definitions and practices and ensure they are correctly understood and mapped compared to existing ones by coordinating the team of SMES and HR advisors, who will



  • Support sections using tools and checklists to carry out an audit of their policies and a mapping their processes to anticipate required changes

  • Ensure they analyze and map the functional roles in the tool in relation to local their team structure

  • Provide advice to sections and roll out teams on HR policies as well as on deviations from global policies for legal or other reasons.


Support to sections rolled-out



  • Contribute as required by the support and maintenance processed defined for PROD

  • Maintenance of system: Provide the necessary support and perform the actions required from IHR for the maintenance of the tool (for the sections rolled out)



  • Genuine interest in and commitment to the humanitarian principles and challenges of MSF


  • Working experience in HR within MSF is mandatory


  • Working experience in organization and process is mandatory


  • Working experience in project management


  • Experience in MSF international project / coordination, an asset


  • Experience and knowledge of change management principles and methodologies, an asset


  • Knowledge and experience on HRIS system an asset


  • Demonstrated ability to read, interpret, and apply policies and procedures and set priorities and to meet deadlines under pressure


  • Problem solving and root cause identification skills.


  • Capacity to work alone and as part of a team and to work remotely


  • Strong team player with the ability and interpersonal skills work in a cross-cultural environment


  • Energetic, positive and open approach


  • Service and result oriented


  • Experience with Microsoft Suite (Visio, Excel, Word, Power Point)


  • Able to travel internationally


  • Fluency in English, written and spoken, French an advantage
