</div>Senior Technical Coordinator, Policy & Strategy, Community Rights and Gender Department - GL E - Temporary until October 2020The Senior Technical Coordinator, Policy and Strategy leads the Secretariat’s work on policy and strategy as they relate to community responses, key populations, human rights, gender and equity.



This role has a strong focus on the provision of strategic and policy-related leadership and advice in the above areas and requires close collaboration with the Policy Hub.



They provide the CRG Advisers and Department Head with support to align their work and thematic areas with the Global Fund strategy, policies, guidance and processes;



They also represent the Global Fund in senior level fora and liaising closely with key partners to maximize the Global Fund’s contribution to the fight against HIV/AIDS, TB and malaria, as directed by the Head, Community, Rights and Gender.

Key Responsibilities


Perform the following duties under the, prioritization, supervision and direction of the Head, Community, Rights and Gender:



  • Provide high-level advice and analysis to the Head and broader CRG department with respect to Global Fund policy, strategy and the broader global health and development environment.

  • Coordinate the work of the Community, Rights and gender department relating to data, research and knowledge management

  • Contribute to the development, evaluation and continual refinement of capacity building tools and trainings for Global Fund staff, consultants, and in-country partners on issues related to gender, human rights, and community responses

  • Lead and coordinate on policy developments as they relate to community responses, human rights, key populations, gender and equity in general, and ensure dissemination and utilization where appropriate.

  • Contribute to the development of regular GF reports, publications, press releases and other advocacy or information materials, as directed by the Head, Community, Rights and Gender.

  • Provide direct line management to the CRG Data Analyst, and coordination for reporting and data analysis such as KPI and investment tracking.

  • Strengthen understanding of Global Fund policy and strategy amongst key regional and global community and civil society stakeholders

  • Perform other duties consistent with the role and grade as required.

Qualifications


Desirable:


An advanced university degree in social sciences or public health, or a related area, with clear focus on community responses.


Experience


Essential:



  • Experience at international level in the area of community responses in the context of public health, including policy development, strategic planning, program design and implementation;

  • Experience in working at senior level with community organizations or organizations working on community issues in research, policy, programme management or advocacy;

  • An understanding of the intersection between health and communities.

  • In-depth knowledge of Global Fund and its policies, processes and its governance structure;

  • Excellent knowledge of AIDS, TB or Malaria in relation to gender issues;

  • People management experience.


Desirable:



  • At least 12 years’ experience at international level in the area of community responses in the context of public health, including policy development, strategic planning, program design and implementation;

  • Personal experience of AIDS, TB or malaria;

  • Experience of working within the NGO sector, in particular in developing country contexts.

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
