</div>Specialist, Portfolio Optimization - GL D - 3 year duration contractThe Specialist, Portfolio Optimization, is responsible for the overall process of operationalization of the Prioritization Framework for Funds that Become Available for Portfolio Optimization and Financing Unfunded Quality Demand as approved by the Strategy Committee, including leading development or revision of relevant policies and procedures, and coordination of the prioritization of investments when additional funds become available during the relevant allocation period. The Specialist will therefore drive delivery of the critical business process of the Global Fund, Award Available Funds to Finance Quality Demand and achievement of relevant effectiveness and efficiency key performance indications (KPIs) in the Performance & Accountability Framework. The Specialist is also responsible for ensuring robust analysis and documentation of lessons to inform investment decision-making, coordination with Finance and respective Business Owners in Grant Management Division (GMD), Technical Advice and Partnerships Department (TAP), Community Rights and Gender Department (CRG), other Secretariat Teams, as well as with other internal and external stakeholders, as appropriate.

Key Responsibilities


Under the guidance of Senior Manager, Access to Funding, the Specialist will:


1. Manage the Portfolio Optimization process, ensuring effective implementation of the Strategy Committee Prioritization Framework based on robust data analysis and rigorous review, coordinating the diverse inputs from technical Business Owners, Finance, relevant Country Teams, other members of the Secretariat, Grant Approvals Committee (GAC) members and Technical Review Panel (TRP) members as appropriate. This includes:



  • Leading the planning, preparation and running of end-t0-end Portfolio Optimization investment processes every year. This includes harmonization of prioritized investments across business owners, ensuring robust documentation of data driven investment cases, internal review and validation of prioritized investments in line with portfolio optimization principles and criteria, investment meetings and other prioritization processes;

  • Managing the internal stakeholders engaged in the prioritization process including Finance, Access to Funding (A2F), Legal and Governance, External Relations, Strategy and Policy Hub, Allocation Team, Recoveries, Health Financing, Private Sector, etc. abiding by the requirements of the Policy on Ethics and Conflicts of Interest for Global Fund Institutions;

  • Coordinating the inputs of cross-functional teams to adequately prepare materials for GAC investment decision making and award. The inputs required include significant data analysis, preparation of detailed presentation slides and decision dashboards, as well as the preparation of briefings to support investment decision-making, incorporating lessons learned and feedback from country and functional teams, accurately recording complex and conditional outcomes, strategy and policy implications, and managing changing data inputs for dynamic portfolio management;

  • Leading drafting and development of GAC decisions and recommendations to the Boardincluding summary of GAC awards, rationale for decisions and strategic recommendations; facilitating timely Secretariat responses to requests for information; preparing reports to the Audit and Finance Committee and the Strategy Committee as appropriate.


2. Act asSecretariat expert on Portfolio Optimization matters, including acting as Secretariat Focal Point for reflecting Portfolio Optimization decisions in Investment Management Module, ensuring accurate translation of investment decisions to increase funds available in grant signing calculators; preparing the response to queries and Audits from the Office Inspector General and other controlling functions,  as well as providing support to A2F regional teams to enable the effective support to Country and other Functional Teams on all aspects related to Portfolio Optimization.


3. Proactively drive the documentation and incorporation of lessons learned, identify improvements in the prioritization process and investment decision-making to maximize impact and use of available resources, in:



  • Policy areas that need GAC or MEC steer or decision, including the development of new policy, amendment of existing ones and the approval of exceptions. Working with Content Experts, the Specialist is also responsible for tracking implications of portfolio optimization investment decisions on other policies and contributing to development of appropriate actions for GAC or MEC decision (e.g. aims of the Allocation Methodology, Sustainability, Transition and Co-Financing (STC) Policy, Risk and Recoveries, Program Split, etc.), leading updates or revisions to the Strategy Committee Prioritization Framework, as appropriate, as well as providing inputs into related Board level policies;

  • Operational areasto enable an effective and efficient investment decision making process. This may include the development / improvements of Operational Policy Notes, Operational Procedures and Process Maps, forms and instructions, and contributions to related processes;


4. Perform other relevant duties as required by the Senior Manager, Access to Funding.

Qualifications


Essential:



  • An advanced degree in public health, economics, business, international/public affairs, or related discipline, or;

  • A first degree with at least 10 years of relevant work experience


Experience


Essential:



  • Proven experience in grant making institutions especially in the application, review and /or signing processes

  • Proven project coordination experience


Desirable:



  • Over 4-6 years of relevant work experience

  • International work experience, including in an international organization, non-profit or private sector involved in grant making

  • Proven experience working as part of a team to meet targets and deadlines

  • Experience synthesizing information and communicating effectively and in a timely manner with important stakeholders

  • Experience in process management, policy, analysis and improvements

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
