</div>Applicant Support Administrator - GL A - French, Spanish or Russian - Several Positions - Temporary until end Dec 2020The Access to Funding Department is seeking to deliver professional, service-oriented funding request management to a broad range of stakeholders. These stakeholders include applicants, members of the Technical Review Panel (TRP), the Grant Approvals Committee (GAC), the Global Fund Board and relevant sub-committees, and the Global Fund Secretariat.



Applicant Support Administrators are hired on a temporary basis as a multi-lingual “support team” within the Access to Funding Department. This team supports the efficient and effective processing of funding requests through each allocation period. Under the overall management of a Senior Specialist in Access to Funding, Applicant Support Administrators are supervised by an Associate Specialist and work with other Access to Funding Department members.



The Applicant Support Administrators play an essential role at the Global Fund during the funding request screening and review period. During a relatively short and intense period of time, the Applicant Support Administrators will screen submitted funding requests against eligibility criteria and support Grant Management country teams to check the funding request documentation for consistency and completeness. In addition, the Applicant Support Administrators prepare complete dossiers of documentation for review by the TRP over consecutive review windows. The Applicant Support Administrators will also provide onsite support during the TRP meetings, including drafting TRP recommendation forms and documenting results.

Key Responsibilities


Under the overall management of a Senior Specialist the Applicant Support Administrators will be responsible for:



  • Coordinating documentation management ahead of TRP and GAC reviews (including funding requests, country team analysis, technical partner input, etc.);

  • Supporting Grant Management as country teams check funding requests for consistency and completeness against set requirements;

  • In consultation with country teams, the Country Coordinating Mechanism (CCM) Hub, and Community Rights and Gender (CRG) department, undertaking screening of funding requests to ensure that CCM Eligibility Requirements 1 and 2 have been met and escalating any problematic areas for broader discussion;

  • Entering relevant information contained in funding requests into a database/spreadsheets (including budget information, funding recommendations, and qualitative information regarding applicant’s compliance with eligibility requirements);

  • Taking ownership of printing and preparation of all relevant documentation for the TRP and GAC meetings;

  • Providing on-site support at TRP and GAC review meetings and ensure accurate record of deliberation recommendations;

  • Documenting and drafting TRP review outcomes in recommendation forms for applicants;

  • Analysing and sharing results from surveys and other data sources on an ongoing basis (usually after each TRP/GAC meeting) to identify areas of process improvement;

  • Supporting  the Access to Funding Team by coordinating projects related to the efficient and effective processing of funding requests, as prioritized by the team.

Qualifications


Essential:



  • University degree in public health, international/public affairs, economics, business, law, social sciences, or other relevant discipline, or equivalent professional training or work experience.


Experience


Essential:



  • At a minimum, entry-level professional work experience;

  • Experience working in a service-oriented, team-based setting;

  • Experience working in a multicultural environment;

  • Proven project management experience;

  • Fully competent in use of MS Office suite and/or other comparable applications. 


Desirable:



  • Experience working in a fast-paced environment dealing with a large volume of documents;

  • Work experience in a developing country: working or volunteering in an international organization, non-profit, or private sector involved in grant making or grant implementation;

  • Knowledge of public health, specifically HIV/AIDS, tuberculosis and malaria;

  • Knowledge of financial concepts related to grants, funding sources, program implementation budgets etc.;

  • Global Fund experience.

Languages:


Essential:



  • Written and spoken fluency in English

  • Written fluency (C2 level) in one or more of the following languages: French, Spanish or Russian.


Desirable:



  • Spoken fluency (C2 level) in one or more of the following languages: French, Spanish or Russian.

  • Knowledge of other languages would be an asset.


Technical Competencies:



  • Ability to adapt in a complex and dynamic environment and, as required, use judgment to initiate urgent and accurate action;

  • Demonstrated ability to work as part of a team to meet targets or deadlines;

  • Excellent ability to work independently on specific assignments;

  • Attention to detail and track record of thorough completion of tasks;

  • Strong analytical skills to synthesize public health discussions related to investment priorities and turn them into relevant recommendations for applicants;

  • Excellent written and verbal communication skills;

  • Experience with data management, including advanced proficiency in Excel (e.g. use of pivot tables) and other data management software.
