Associate Specialist, Information Officer - GL C - 3 year defined duration

</div>Associate Specialist, Information Officer - GL C - 3 year defined durationThe CCM Evolution Strategic Initiative (SI) features the use of data in oversight and operations as key to an evolved model for more mature health governance. The Information Officer will lead this space through the deployment (and refinement) of dashboards and other data visualization tools (performance, financial, etc.) with CCMs to enhance data use in monitoring of investments and key decision making. In addition to aggregating the experiences of over 100 CCMs through the SI, the incumbent will also serve as the focal point for programmatic and financial data analysis and reporting within the CCM Hub. They will design data visualizations for a variety of internal and external audiences.



To ground the change management and use of data, the Information Officer will also build capacity and support CCMs (particularly of the CCM Secretariat) within an assigned portfolio, translating lessons learned into key policy and guidance refinements for global implementation as corporate and country processes evolve. This includes an integrated performance management approach.



The Information Officer will report to the CCM Hub Manager and work closely with the entire team as well as collaborate with internal and external stakeholders on the successful execution of the CCM Evolution Project.

Key Responsibilities


The Associate Specialist, Information Officer will:



  • Develop concise, user-friendly performance and financial data forms and consolidation systems, with shared insight and ownership from CCMs, CCM Hub, Country Teams and other internal/external stakeholders. This includes deploying dashboards to increase CCM access and use of performance information on grants and other key indicators (e.g. financial, risk, etc.).

  • Develop, test and adapt new tools with Evolution countries, utilizing a multitude of communication platforms (e.g. e-learnings, concise documents, simple spreadsheets, effective slides, etc.) for both in-country and remote support.

  • Develop data visualizations of project performance for on-going monitoring of results with internal and external audiences on project execution.

  • Design and manage analysis of health governance (at the aggregate level) and its contributions to processes and results across an existing and emerging set of expectations. 

  • Design updated systems to increase efficiencies in tracking and reporting on key data related to CCMs – this includes tracking global CCM constituency representation and demographics; key performance indicators (aggregated); financial information; and, other existing/emerging indicators. This should be incorporated with larger launches in Salesforce/Grant Operations Systems (GOS).

  • Draft updated policy and guidance materials that change “business as usual” practices in the use of financial and performance data by CCMs and the CCM Hub.

  • Support FPMs and country teams in monitoring the performance of CCMs. This includes the development of approaches and tools (e.g. equipping CCMs to handle key operations and strategic approaches to core responsibilities) and ensuring sound change management as CCMs evolve into more strategic stages of maturity.

  • Collaborate with Country Teams to calibrate and ensure timely and high-quality disbursements to CCMs. This includes the linkages with CCM performance. And, in accordance with policies and standards:

    • Prepare the CCM Funding agreements, process the CCM Funding disbursements, review CCM expenditures, ensure on time communication with CCMs and CTs and ensure on time disbursement of the funds

    • Calculate CCM Funding disbursement amount based on the different country scenarios, communicate decisions to CTs and CCMs

    • Liaise with Legal and Finance for compliance issues

    • Assess risks and implement risk mitigation measures

    • Identify procedures and systems for quality surveillance; identify, analyse and recommend improvements and solutions to quality assurance issues in the CCM Funding process; integrate partners’ feedback to improve quality assurance


  • Support the development of key communications material for Committee and Board reporting, CCM stakeholder meetings as well as workshop and other country and regional engagement on CCMs.

  • Other duties as assigned by the CCM Hub Manager

Qualifications


Essential:


Advanced degree in business administration, public health, development or relevant field; or an equivalent combination of academic/professional qualifications and experience.


Desirable:


Master’s degree in public health, business or public administration


Experience


Essential:



  • Experience with the collection, reporting and analysis of quantitative data (this includes data visualization).

  • Experience with the CCMs, or other governance models’, dynamics and needs (both financial and technical support)

  • Proven success with building dashboards across a variety of IT tools for audiences of varied experience.


Desirable:



  • Experience in building capacity of CCMs or other governance bodies

  • Understanding of Global Fund grant making processes, tools and deliverables

  • Understanding of Salesforce

  • Proven success and substantial experience in culturally diverse and multi-disciplinary teams

  • Solid experience in managing risk, including financial and legal

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset (to be amended as per job requirements).
