</div>Program Officer, CRG SI - GL C - French Speaking - 3 Year defined durationReporting to the Lead, Community Engagement, the Program Officer is responsible for supporting the CRG SI. The Program Officer is responsible for strengthening community access to relevant, effective and timely technical assistance (TA) throughout the grant life cycle and in line with the CRG SI’s primary objectives. They coordinate requests for, and the delivery of, short-term technical assistance to enable communities and civil society to engage effectively in country or regional level Global Fund-related processes, including National Strategic Plan development, country dialogue, transition planning, CCM participation, funding request development, grant making, implementation, and monitoring and evaluation, including in challenging operating environment contexts.

Key Responsibilities



  • Provides leadership, oversight and coordination for the timely and effective provision of TA under the CRG SI Component One.

  • Provides advice and guidance to country teams, TA providers and community representatives on community, rights and gender related technical assistance options and opportunities, as well as negotiates TA assignments appropriately and effectively.

  • Acts as Secretariat liaison with TA providers, managing indefinite quantity contracts, and ensuring that terms of references, technical and financial reports, purchase orders and payments are on schedule.

  • Coordinates with the Finance Department on budget forecasting and related matters.

  • Works with the Procurement Department to develop and issue RFPs, identifying new TA providers when needed.

  • Maintains and strengthens relationships with community and civil society stakeholders including key and vulnerable population networks and those living with and/or most affected by the three diseases and the CRG Advisory Group.

  • Coordinates, with support from the Senior Program Officer, the CRG SI Coordination Mechanism and liaises with its members and other multi-lateral, bilateral, civil society, community TA partners to: facilitate synergetic, coordinated provision of technical assistance; document and share of best practice and learning; and foster appropriate TA related initiatives and partnerships.

  • Coordinates quality assurance processes for TA funded by the CRG SI and monitors the performance of TA providers and quality of their deliverables.

  • Oversees reporting in relation to CRG SI Component One and ensures appropriate communication and coordination relating to TA across the CRG Department, Grant Management Division and other Secretariat departments as appropriate.

  • Works closely with the Senior Program Officer and Regional Platform Coordinator to: monitor the overall performance of the Strategic Initiative; input into formal evaluations and processes to improve the effectiveness and impact of the CRG SI.

  • Liaises with Senior Program Officer and Regional Platform Coordinator to identify and maximize alignment and synergies across all three CRG SI Components.

  • Liaises and coordinates with CRG Advisers to maximize the CRG SI’s alignment and contribution to CRG Accelerate and the Global Fund’s strategic objectives, with a particular focus on francophone Africa and MENA.    

  • Contributes to the development of Global Fund reports, policy papers, publications, press releases, presentations and other advocacy or information materials as requested by the Lead, Community Engagement; the Senior Coordinator: Strategy, Policy and Reporting; or the Head of Department.

  • Performs other tasks or duties consistent with the role as assigned by the Lead, Community Engagement; the Senior Coordinator: Strategy, Policy and Reporting; or the Head of Department.

Qualifications


Essential:


University degree in international relations, development, public health, and other related subjects


Desirable:


Advanced university degree or further related qualifications in the area of community responses, key populations, human rights and/or gender


Experience


Essential:



  • Experience in international working environment, focusing on project management, international development, humanitarian aid and global health.

  • Demonstrated knowledge of Global Fund and its policies, processes and its governance structure.

  • Demonstrable track record of working with communities and civil society and with partners from low and middle-income countries.

  • A proven understanding of the international health and development landscape.


Desirable:



  • At least 6 years of experience in international working environment, focusing on project management, international development, humanitarian aid and global health.

  • Familiarity with international funding and technical assistance mechanisms (including the Global Fund).

  • Experience working in an NGO or community-based organization in resource poor settings on programming related to human rights, key populations and/or HIV, TB or Malaria.

  • Strong networks and collaborative relationships in human rights, health and development with global and country partners.

An excellent knowledge of English and French is essential. Working knowledge of other languages particularly Spanish, Portuguese and Russian would be an asset.
