Associate Specialist, Integration Officer - GL C - 3 year defined duration

</div>Associate Specialist, Integration Officer - GL C - 3 year defined durationAs a key part of the catalytic opportunity of the CCM Evolution Strategic Initiative (SI), the Integration Officer will be responsible for integrating existing systems and processes to change business as usual. These updates and enhanced efficiencies will draw from the learnings of CCM Evolution to build upon the core work of the CCM Hub. This includes but is not limited to systems design to updated processes, guidance, tools and other products expected in an Evolved model. The Integration Officer will lead the “what” that needs to change as well as the systems “how” processes and procedures will change, working across the Global Fund Secretariat, directly with CCMs and partners.



To ensure concepts and processes are firmly grounded, the Integration Officer will also build capacity and support CCMs (particularly of the CCM Secretariat) within an assigned portfolio, translating lessons learned into key policy and guidance refinements for global implementation as corporate and country processes evolve. This includes an integrated performance management approach.



The Integration Officer will report to the CCM Hub Manager and work closely with the entire team as well as collaborate with internal and external stakeholders on the successful execution of the CCM Evolution Project.

Key Responsibilities


The Associate Specialist, Integration Officer will:



  • Design and produce product and process updates based on the developments under CCM Evolution. This includes identifying opportunities for efficiencies and clarifying roles and responsibilities for updated business practices.

  • Develop materials and process guidance for internal and external audiences based on updated requirements in the areas of grant oversight, inclusive engagement, positioning within national structures and CCM Secretariat operations. This includes but is not limited to drafting guidance notes, policy updates, procedural changes (including with and through information technical networks). 

  • The Integration Officer will be responsible for seeking internal and external feedback, incorporating and updating these materials and ensuring access through a multitude of platforms (e.g. posting on the website, sending to CCMs, etc.)

  • Work on the timely delivery of the CCM Evolution Project with approximately 100 countries. This includes working closely with CCMs in-country, GF Country Teams and other key internal and external stakeholders on elements of the CCM Evolution Project (e.g. assessments, tailored interventions, etc.).

  • Test new tools with Evolution countries, utilizing a multitude of communication platforms (e.g. e-learnings, concise documents, simple spreadsheets, effective slides, etc.) for both in-country and remote support.

  • Draft updated policy and guidance materials that change “business as usual” practices of the CCM Hub. Draft project updates for internal and external audiences.

  • Support a cohort of countries and/or region in CCM Funding Agreement development and annual allocation, including work planning.

  • Support FPMs and country teams in monitoring the performance of CCMs. This includes the development of approaches and tools (e.g. equipping CCMs to handle key operations and strategic approaches to core responsibilities) and ensuring sound change management as CCMs evolve into more strategic stages of maturity.

  • Collaborate with Country Teams to calibrate and ensure timely and high-quality disbursements to CCMs.  This includes the linkages with CCM performance. And, in accordance with policies and standards:

    • Prepare the CCM Funding agreements, process the CCM Funding disbursements, review CCM expenditures, ensure on time communication with CCMs and CTs and ensure on time disbursement of the funds

    • Calculate CCM Funding disbursement amount based on the different country scenarios, communicate decisions to CTs and CCMs

    • Liaise with Legal and Finance for compliance issues

    • Assess risks and implement risk mitigation measures

    • Identify procedures and systems for quality surveillance; identify, analyse and recommend improvements and solutions to quality assurance issues in the CCM Funding process; integrate partners’ feedback to improve quality assurance


  • Support the development of key communications material for Committee and Board reporting, CCM stakeholder meetings as well as workshop and other country and regional engagement on CCMs.

  • Other duties as assigned by the CCM Hub Manager

Qualifications


Essential:


University degree in business administration, public health, development or relevant field; or an equivalent combination of academic/professional qualifications and experience.


Desirable:


Master’s degree in public health, business or public administration


Experience


Essential:



  • Experience with the CCMs, or other governance models’, dynamics and needs (both financial and technical support)

  • Experience in building capacity of CCMs or other governance bodies

  • Experience with and/or enhanced knowledge of CCM funding processes


Desirable:



  • Experience in Salesforce systems design

  • Demonstrated process design and execution Understanding of Global Fund grant making processes, tools and deliverables

  • Proven success and substantial experience in culturally diverse and multi-disciplinary teams

  • Solid experience in managing risk, including financial and legal


Competencies


Languages:


An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset (to be amended as per job requirements).
