Job Description




KEY RESULTS EXPECTED    
•    Lead the design of evidence-based policies that guide how and where Gavi invests in order to effectively and efficiently deliver on its mission and strategic goals;
•    Lead engagement with Gavi’s governance bodies, facilitate dialogue and build consensus on Gavi policies across the Alliance;
•    Ensure transition from policy to implementation;
•    Lead policy research to support thought leadership and innovation in global health.
 
Main Duties/Responsibilities




•    Manage the Policy team and lead work planning, budgeting, staff supervision and performance management, internal representation and coordination across the Gavi Secretariat;
•    Lead policy development and review processes and articulate compelling, evidence-based recommendations for Gavi’s Board;
•    Lead constituency and stakeholder input into the policy development process;
•    Facilitate transition from policy to implementation in close collaboration with Country Programmes and other relevant teams.
•    Identify emerging themes and new evidence of relevance to Gavi’s policies and translate into analyses and recommendations, e.g. analyses of immunisation, health system, economic, demographic data; engage with external technical stakeholders in these areas;
•    Brief senior management on issues relevant to Gavi’s policies;
•    Develop concept papers, briefing notes and reports as relevant on technical policy topics;
•    Serve as thought partner to the Managing Director of Vaccines & Sustainability and an intellectual resource throughout the organisation;
•    Represent Gavi in external meetings on policy issues;
•    Cover a diverse range of policy topics such as: Gavi’s vaccine portfolio, gender equity, environmental sustainability, aid effectiveness.

Work Experience




•    Minimum of 12 years of progressive experience working in development or global health, including experience designing organisational policies, systems or procedures is required; 
•    Experience leading teams is required;
•    Experience in health, and preferably vaccination, strategies and policies is ideal;
•    Experience managing complex projects in multi-stakeholder environments is required;
•    Experience with policy research including qualitative and quantitative analysis methods is required;
•    Desirable: experience working in developing countries.
Skills/Competencies




•    Leadership and management skills;
•    Proven track record in developing and implementing large strategic initiatives, investment cases and policy processes;
•    Knowledge of global health issues, vaccines and immunisation; understanding of epidemiology of vaccine-preventable diseases;
•    Excellent verbal and written communication skills;
•    Excellent analytical and problem-solving skills; 
•    Advanced research skills;
•    Knowledge of public health agencies;
•    Ability to work in a multicultural environment and build effective working relationships, both within and outside the organisation; ability to drive consensus among diverse stakeholders with tact and discretion;
•    Demonstrated ability to manage a variety of activities simultaneously, work independently, under pressure, demonstrating initiative and flexibility;
•    Desirable: familiarity with infectious disease modelling and health economic analyses; familiarity with international development policy agendas; familiarity with programmatic and institutional realities in low-resource.
 
Languages




•    Fluent in English;
•    French and/or other languages desirable.
 
Academic Qualifications




•    Master’s degree in public health, health/development policy, epidemiology, infectious diseases, biology, or other relevant field.
