Associate Specialist, Policy, Strategy & Policy Hub - GL C - Temporary until 30 June 2021

</div>Associate Specialist, Policy, Strategy & Policy Hub - GL C - Temporary until 30 June 2021Working closely with teams across the Secretariat, the Policy Team within the Strategy & Policy Hub, leads on policy development, with a focus on those policies that require Board or Board Committee approval, and provides policy guidance and support across the organization. The Policy Team also supports the implementation of the Global Fund Strategy 2017-2022 and will support the development and design of the post-2022 Global Fund Strategy.



The Associate Specialist works within a small team supporting the Senior Policy Advisor on policy development and policy guidance, research and analysis, development of strategic options and recommendations, and will support the development of the post-2022 Global Fund Strategy. The Associate Specialist will also support the Head, Strategy & Policy Hub in providing support to other functions or workstreams in which the Department is involved.



The Associate Specialist will also support the Team in its Advisory role in different internal and external governance bodies, in particular the Secretariat Grant Approvals Committee, and will be required to work across divisions, departments and teams of the Global Fund, both at working level and with senior management to ensure outcomes.



The role requires strong analytic, interpersonal and communications skills (both written and oral) and strong attention to detail.

Key Responsibilities


Under the direction of the Senior Policy Advisor, the Associate Specialist will:



  • Perform qualitative and quantitative analyses to inform policy decision recommendations.

  • Perform research, synthesize key information and draw out strategic implications/recommendations.

  • Act as focal point for specific initiatives or workstreams, as required.

  • Act as focal point for the Grant Approvals Secretariat and ensure that relevant policy issues are flagged prior to decision-making.

  • Draft presentations, formal papers, briefings or other documents to facilitate problem-solving, assessment of recommendations or provide updates.

  • Support relevant Board governance bodies.

  • Solicit and synthesize contributions from relevant Secretariat departments/divisions to inform decision-making processes.

  • As appropriate coordinate work of interns, internal & external consultant.

  • Support the development of the post-2022 Strategy by undertaking discreet tasks/deliverables in coordination with the Senior Strategy & Policy Advisor.

Qualifications


Essential:  Advanced university degree, or equivalent professional training or self-study/work experience, in health sciences, public health, international development, or other relevant discipline.


Experience


Essential:



  • Relevant professional experience in supporting strategy/policy development and analysis, preferably in an international environment.

  • Experience distilling and synthesizing the key strategic points of research, analysis, written input and extended discussions to inform strategic, organizational and management decision-making;

  • Experience drafting concise reports, capturing the key salient points of extensive discussions or meetings;

  • Experience in data analysis, including proficiency in Microsoft Excel; and

  • Experience in developing high-quality PowerPoint presentations to effectively communicate key, strategic messages based on the outcomes of analysis or stakeholder input.


Desirable:



  • Over 3 years of relevant professional experience in supporting strategy/policy development and analysis, preferably in an international environment or public health organizations.

  • Global public health, international development or non-profit experience, preferably in a developing country.

  • Relevant work experience in major multilateral or bilateral organization, or related setting.

  • Experience and familiarity with the key indicators, information sources and organizations in the fields of international development, HIV, TB, Malaria, health systems and development economics;

  • Demonstrated understanding of the latest topics and innovations at the forefront of the international development, especially in relation to HIV, TB, malaria, building resilient and sustainable systems for health and other relevant sectors; and

  • Familiarity with the Global Fund and its business model.

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
