Senior Specialist, TB Private Sector Engagement - GL E - Defined duration until December 2023 (Reposted)The private sector (both private for profit and the NGO/CSO) is critically important in delivering key services for the fight against HIV, TB, and malaria and strengthening health systems. The recent success in improving TB case notification rates has come disproportionately from engaging with private practitioners. In many TB high burden countries, majority of patients visit private sector as their first point for diagnosis of TB.



Senior Specialist supports Head of TB in leadership and strategic guidance on TB Private Sector Engagement across the Secretariat and with external partners.

They provide the Global Fund with thoughtful leadership and expert guidance, keeping staff updated on the best scientific evidence and best program practices in engaging private and public sector to improve TB outcomes.

They work directly with Country Teams in the Grant Management Division providing technical support: i) in response to direct enquiries from country teams and their managers; ii) in the iterative process of ‘country dialogue’ underpinning the development of funding request and; iii) in the form of technical reviews of Country Coordinating Mechanisms (CCM) submitted grant requests and funding request. They provide strategic investment advice to the Country Team during implementation of TB grants to maximize impact of Global Fund’s investment. They also work with staff in other departments at the Secretariat providing technical expertise particularly regarding engaging private sector in TB and in writing and reviewing of the technical contents.

They contribute towards the development of policy and guidance within the Global Fund, as well as at global level through regular interaction with the relevant technical agencies. They, under the direction of the Head of TB, support the convening of regular interagency meetings and work on TB through Situation Rooms and other fora.



They will contribute to improving the ability of governments to coherently and effectively engage with the private sector to accelerate results in the fight against the TB.

Key Responsibilities


Perform the following duties under the prioritization, supervision and direction of the Head of TB:


Strategy, policy review, and technical guidance



  • Provide thought leadership globally on how The Global Fund and its partners, particularly public sector, engage with the private sector to advance the fight against TB and build RSSH

  • Identify priority countries where private sector engagement will be particularly important in accelerating results

  • Lead high-level policy dialogue with stakeholders about the different aspects of private sector engagement

  • Provide strategic-level input into the Global Fund’s next strategy, particularly that part related to private sector engagement on TB

  • Review the different models of engagement and contracting of private sector for TB and identify best practices which can be scaled up through Global Fund grants

  • Ensure that learning on private sector engagement is socialized across The Global Fund and reflected in investments

  • Develop a private sector engagement approach for TB in key countries with special focus for tier 1 countries

  • Provide training to Global Fund staff and key stakeholders and develop tools on private sector engagement that reflect global best practice

  • Ensure that Global Fund’s guidance notes and technical briefs that relate to the private sector reflect the current state of the art and take full advantage of global experience and Global Fund learning


 Strategic advice and support to grants



  • Work directly with Country Teams in the Grant Management Division providing technical support: i) in response to direct enquiries from country teams and their managers; ii) in the iterative process of ‘country dialogue’ underpinning the development of funding request and; iii) in the form of technical reviews of CCM submitted grant requests and funding request. Provide strategic investment advice to the Country Team during implementation of TB grants to maximize impact of Global Fund’s investment

  • Informed by normative guidance from technical partners and by program performance results, provide advice on strategic investments for programming of funding request to achieve maximum impact and optimal alignment of Global Fund financed-programs with the 2017-2022 strategic objectives focusing on high TB/HIV burden countries

  • Work closely with the Grant Management Division to support identification of programmatic gaps, and to facilitate technical assistance on TB programmatic activities and to engage partners proactively around investment reprogramming and/or implementation activities

  • Ensure synergy between Strategic Initiatives, Matching Funding and grants on private sector engagement

  • Informed with data and analysis of TB investments in private sector, identify gaps and areas of investments to maximize impact on TB


Contributions to cross cutting work



  • Provide technical inputs on private sector engagement issues to a wide range of internal stakeholders, including: (i) Supply Operations; (ii) the Disease and RSSH advisors (iii) Private Sector Engagement Department, (iv) Community, Rights and Gender Department (v) Access to Funding Department, (vi) Communications and other teams  

  • Monitor scientific and programmatic developments, including new tools (drugs, vaccines, diagnostics, preventive tools, etc.) and public health approaches related to TB and ensure appropriate dissemination within the Global Fund

  • Contribute to the development of Global Fund reports, publications, press releases and other advocacy or information materials, as directed by the Head of TB


Partnerships



  • Work in close collaboration with partners, including representing the Global Fund in key committees and meetings


Perform other duties consistent with the role and grade as required.

Qualifications


Essential:


Advanced degree (Master’s or PhD) from a recognized university in public health or social sciences with a strong background in epidemiology, statistics and/or monitoring and evaluation


Experience


Essential:



  • Extensive experience working at an international level with practical experience in private sector engagement and service delivery including in TB programming

  • Experience in working with national TB programs and/or private sector providing in developing countries

  • Experience in working with international technical agencies with experience in policy development, implementation, monitoring and evaluation

  • Experience of working in and with high-level technical partnership

  • A good publications record demonstrating the ability to articulate clear appraisal of evidence base


Desirable:



  • Over 10 years of experience working at an international level with practical experience in private sector engagement and service delivery including not less than 5 years in TB programming

  • Knowledge of the Global Fund and its policies, processes and governance structure is desirable
