Key Responsibilities
The staff member’s responsibilities are within the following key areas:
Support the planning and implementation of the M&E and programmatic quality assurance activities across the whole GF portfolios;
Support the analysis of results from assessments and reviews led or quality assured by GF, ensuring key results and information is extracted for improved portfolios management;
Ensure M&E system profiles & dashboards are maintained and updated, and key information extracted for internal and external stakeholders; support data availability and reporting of KPI (6d, 6e) including case studies and documentation of digital health activities and interventions as well as the M&E of key thematic areas; - ensuring that deliverables are on track
Ensure efficient and timely coordination and review of quality assurance of performance frameworks at funding request and grant making stages;
Ensure quality and up-to-date availability of M&E tools and guidance material and disseminate M&E norms and guidance to internal and external stakeholders.
Support MECA specialists with the review of Concept Note and grant making budgets for M&E investments and activities (according to guidance note on M&E investments); Conduct review of C19RM Funding Requests and top-up requests and provide analysis of M&E activities in applications.
They will be responsible for analysis, documentation and coordination in the above areas, ensuring that deliverables are produced within the expected timeframe and assurance measures are put in place to meet GF standards, including tracking sheets, reports, statistic summaries and visualizations on status updates and forecasting produced and maintained regularly.
Under the guidance and supervision of the Manager of the Monitoring, Evaluation and Country Analysis, they will perform the following key activities:
Objective 1. Support the planning and implementation of the M&E and programmatic quality assurance activities across the whole GF portfolios in close collaboration with PHME, Risk Team, TAP advisors and GPS
Support the coordination of quality assurance planning for programmatic and M&E with MECA specialists, disease advisors and PHMEs;
Review and monitor completeness of annual assurance plans for High and Core portfolios. Develop a tracker to systematically update the assurance plans.
Ensure planned quality assurance activities for programmatic and M&E are included in Concept Note M&E budgets for the new funding cycle;
Support the review of the Annual Local Fund Agents (LFA) programmatic and M&E assurance budget and provide feedback to the LFA coordination team in coordination with the MECA focal point;
Ensure appropriate programmatic and M&E assurance planning; Track country workplans and budgets against the M&E system profile ratings and IRM ratings.
Provide regular updates as needed and maintain an accessible programmatic and M&E data base on the SharePoint.
Objective 2. Support all MECA monitoring activities. Lead the tracking and analysis of results, ensuring key results and information is extracted and compiled into the database for improved portfolio management. Workstreams include data availability, M&E programmatic assurance and data quality, KPI, community and impact and evaluations. Conduct analytical review of completed program assessments and reports(Health Facility Assessments , Program reviews, Data Quality Reviews, Data Quality Audits), Programmatic Spot Checks, Targeted DQRs, other assessments and activities;
Extract key results of country-led reviews, reports and assessments (HFA, DQR, community-based surveys, IBBS, TB prevalence surveys, etc.) in a systematic data base;
Compile key results for improved portfolio management and present comparative analysis with clear recommendations to move forward to PHME / CT;
Support the design of implementation plans for priority countries in close collaboration with CT and PHMEs;
Follow-up on the implementation of recommendations with CT.
Objective 3. Ensure M&E system profiles and PAF processes are completed, updated and key information extracted for internal and external stakeholders, including Committees
Ensure maintenance of M&E system profiles (selected indicators to monitor the Data Use for Action and Improvement Framework) in the 50 high impact and core countries;
Ensure the collation, entry and update of relevant data/results into the M&E system profile database, including dashboard visualization updates
Validate data from the M&E System Profile with Country Teams for Country Portfolio Reviews, Country Key Risk Matrix, TRP and TERG and others Committees;
Support the reporting on M&E related KPI6d and e, and KPI8;
Prepare results for the reporting for the internal stakeholders (Policy hub, KPI Team, Risk Team, Strategic Information, PAF, MEC, other Committees).
Assure the completion of all PAF related processes for MECA and PHME, including the related documents: SOP, RACI, Process map etc;
Coordinate the Performance and Accountability Processes reporting linked to MECA and PHME, both internal and external reporting (mainly KPI, PAF and ORR, Risk Management, Committee presentations).
Objective 4. Lead coordination and review of quality assurance of performance frameworks at funding request and grant making stages
Coordinate the quality assurance process of PFs and peer reviews at funding request for submission to the Technical Review Panel, ensuring timely submission of documents to meet TRP and GAC deadlines; lead communication between PHMEs and Access to Funding on submission timelines;
Conduct quality assurance of performance frameworks at grant making (including grant revisions), ensuring timely submission of documents to meet TRP and GAC deadlines;
Coordinate the Quality Assurance process for PFs and peer reviews; ensuring timely submission of documents to meet TRP and GAC deadlines; lead communication between PHMEs and Access to Funding on submission timelines;
Manage the Performance Framework Quality Assurance tracking and database; provide analysis of countries/multi-country grants going through each TRP/GAC window; provide updates as needed;
Lead planning of PHME sessions; maintain tracking of training agenda and organize weekly updates/information sessions; Provide analysis of PHME workload and areas for improvement.
Objective 5. Develop country profiles and documentation of HMIS and Digital Health investments, including programmatic progress monitoring and ensuring that deliverables are on track.
Track programmatic implementation and achievements across HMIS and Digital Health activities; develop, maintain and update a tracker with mapping of all GF portfolios.
Support the identification of strengths, weaknesses, and opportunities for efficiency and improvements;
Document knowledge management material by compiling country profiles , best practices, and lessons learnt to better facilitate the roll out and decision making related to HMIS and Digital Health investments.
Objective 6. Ensure quality assurance of M&E products, knowledge management and disseminate M&E norms and guidance to internal and external stakeholders.
Support the development of measurement frameworks and reporting on specific thematic areas: RSSH, Equity, Gender, Human Rights, Key Populations, Community and specific scenarios (Challenging Operating Environments, multi-country grants etc.) and make sure guidance is disseminated to key stakeholders;
Support the development and revision of M&E tools and guidance;
Support development and documentation of M&E investments
Manage information and knowledge management products, notably, develop strategic communication and presentation material ensuring clear and consistent messaging for internal and external use;
Develop and maintain M&E SharePoint, ensuring regular updates; disseminate programmatic and M&E tools and guidance to TAP, SIID and GMD as well as other internal and external stakeholders.
Objective 7. Support MECA specialists with the review of Concept Note and grant making budgets for M&E investments and activities (according to guidance note on M&E investments); Conduct review of C19RM Funding Requests and top-up requests and provide analysis of M&E activities in applications
Refine the reporting tool to capture M&E investments planned during grant implementation;
Conduct review of M&E Concept Note and grant making budgets for M&E investments and activities (according to guidance note on M&E investments);
Liase with MECA specialists and PHME to provide a summary of whether the investments are aligned, adjust budget and provide guidance on where funds should be directed; Update MECA database and provide statistics and analysis as needed;
Conduct review of C19RM Funding Requests and C19RM top-up requests; Update the MECA C19RM database and provide statistics and analysis of M&E activities in applications; and
Compare the signed grants with the recommendations in the FR review; Document M&E essential investment (surveys, program reviews, HFA, DQR, evaluations, etc) in the grants and provide the budget allocated; Maintain up-to-date database.

Qualifications
Essential:
Advanced degree in public health, international relations, management, health system management, development or related field.
Desirable:
Strong knowledge and skills in project management, monitoring and evaluation methods.
Experience

Experience with data management and analysis of programmatic results
Coordination, interpersonal relations and communication skills
Strong experience in country M&E systems

Institutional knowledge of GF policies, procedures and guidelines

Languages:
An excellent knowledge of English is essential, and a good working knowledge of French. Knowledge of other languages would be an asset.
