Advisor, Private Sector Engagement - GL D - 2 years defined durationThe Private Sector Engagement Department (PSED), supports The Global Fund Secretariat in mobilizing resources and technical assistance for country programs around the world. PSED plays an important role in engaging private sector partners to increase resources and to develop innovative solutions to scale up the fight against HIV/AIDS, tuberculosis and malaria.



In order to accelerate the use of data for community health, with the support of a $15m investment from the Rockefeller Foundation and leveraging an additional $10 million from its allocations, the Global Fund is launching the Data Science Catalytic Fund (DSCF).



The DSCF will make investments that build pathways to transform data/information availability and usage for community health, initially in four countries: Ethiopia, Uganda, Burkina Faso and Rwanda. These investments are expected to strengthen community health information systems (CHIS) not only to allow data to flow up to decision makers, but also to flow down to benefit community health actors from the data they collect. The Fund will also unlock opportunities to create sustainable markets, enhancing scalability and sustainability of digital solutions that are foundational to the CHIS and healthcare delivery at large.



In addition to allocating financial resources to local implementing partners, a key component of the DSCF is to leverage the support from technology companies - their expertise, know-how and more broadly to leverage public-private partnership approaches - to innovate solutions and build a culture of effective data usage for community health.



In order to so, the DSCF will convene a global cross sectoral platform, including technology leaders such as Microsoft, Mastercard, Google and Orange:

- to build a joint understanding about key challenges and opportunities to harness data science for community health, develop and jointly execute a shared agenda;

- to identify, coordinate and execute on specific opportunities at the country level, especially in the four initial countries supported by the DSCF.



It is expected that the partnership with technology leaders will:

- increase in-country capacities through the provision of technical assistance;

- generate and broadly disseminate learnings and collective assets that can support country-led digital health strategies and action plans;

- contribute to defining public-private partnership approaches and financing models for the development and maintenance of quality health information systems;

- mobilize additional private sector resources to expand and sustain these engagements at the global and local levels.



The Advisor will manage the cross sectoral platform that will provide a significant increase in resources to support the step change in maturity and effectiveness of country information systems.



The work produced will be grounded in what countries need to do, focused on scaling effective solutions in countries, unblocking bottlenecks in health information systems and developing new innovative solutions to increase program effectiveness.



Initially the work will focus on a small number of countries- including the four countries supported by the DSCF, to demonstrate an ability to influence and drive system maturity at scale. These will most likely, but not necessarily exclusively, align with the priority countries in the Global Fund DSCF.



In close collaboration with the Global Fund teams, the Advisor will develop strategies to mobilize resources (both financial and non-financial) in countries with a significant level of ambition for scale of impact.

Resources will include non-financial resources to support evolution of existing system/technology solutions, financial resources to scale innovation and to support architecture and equipment support, as well as capacity building in country and/or local enterprises to build the domestic capability to sustain the interventions.



Overall, the principles of Advisor’s work need to be grounded in local support, to be connected the global know-how and resources to the on the ground, and to be guided by the goal to substantially improve the digital health system maturity in number of countries.

Key Responsibilities


1- Cross sectoral partnership platform building and resource mobilization



  • Finalize the design of a solid and compelling concept for the global cross sectoral platform;


  • Develop key materials, including platform ‘s principles, branding, brochure / website and a plan to recruit members, especially tech leaders. Support communications and dissemination within the platform and externally.


  • Map out the landscape for resource mobilization, financial and expertise, develop and lead the execution of a resource mobilization plan;


  • Lead on the recruitment of platform’s members.



2- Cross sectoral partnership platform’s management



  • Develop and implement the governance structure and ways of working of the platform;


  • Organize and facilitate meetings along key workstreams. Closely coordinate with the Global Fund’s Private Sector Engagement colleagues in charge of needs assessment, partnerships management, on-the ground implementation and knowledge management;


  • Develop the annual plan and coordinate annual reporting on the work of the coalition, as well as quarterly progress report.


  • Consider long-term sustainability scenarios for the management of the coalition.



3- Visibility and network development



  • Proactively engage and develop strong collaborations with existing and new key strategic partners;


  • Facilitate meetings and visibility in relevant forums and events, such as DAVOS, UNGA, etc.



4- Strategy development and cross sectoral partnership platform coordination



  • Coordinate with Global Fund country teams on in country engagement plans and strategies


  • Implement within the platform key Global Fund frameworks for private sector engagement;


  • Coordinate with key internal stakeholders, especially the DSCF coordinator within the Technical Assistance and Partnerships (TAP) team, the Private Sector Engagement Team, Country Teams. And IT.

Qualifications


Essential:



  • Advanced university degree in Business Administration or a relevant field



Experience


Essential:



  • Strong relevant work experience in private sector engagement in development issues, ideally including global public health.


  • Experience in developing / managing multilateral partnerships.


  • Ability to navigate complex personal and inter-organizational dynamics.


  • Proven success in private sector fund raising.



Desirable:



  • Over 7 years of relevant work experience in private sector engagement in development issues, ideally including global public health.


  • Experience in developing/managing partnerships with large technology firms.


  • Experience in working with tech related social enterprises and demonstrate success in raising funds from private investors.

An excellent knowledge of English and a good working knowledge of French. Knowledge of other languages would be an asset.
