Job Description




Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Since 2000, Gavi has contributed to the immunisation of nearly 822 million children and the prevention of more than 14 million future deaths. At the Global Vaccine Summit in June 2020, world leaders pledged more than $8.8bn to ensure Gavi can immunise another 300 million children by 2025. 

BACKGROUND

Gavi is committed to securing a global response to COVID-19 that is effective and fair, using its unique expertise to help identify and rapidly accelerate development, production and delivery of COVID-19 vaccines under the principle that no one is safe unless everyone is safe.

As part of broader efforts to secure equitable access to COVID-19 vaccines, Gavi has launched the COVID-19 Vaccines Global Access (COVAX) Facility. All countries are invited to participate in this Facility, which will pool demand and resources and secure supply of COVID-19 vaccines through entering advance purchase commitments with manufacturers. Within the COVAX Facility, an innovative financing instrument – the Gavi COVAX Advance Market Commitment (AMC) launched at the Global Vaccine Summit on 4 June – is being used to secure access to timely and sufficient supply of COVID-19 vaccines for developing countries specifically. This role is meant to support the engagement of countries in the global COVAX facility, which seeks to secure equitable access to COVID-19 vaccines.

The Gavi Secretariat is currently coordinating efforts together with global health partners to complete the design of this Facility and begin operationalising, with the goal of securing 2 billion doses by the end of 2021 to vaccinate the highest priority populations globally.

As a member of the Design & Operationalisation team, the Head of Policy Design will be a key contributor in the COVAX Facility by managing a team responsible for the development of policies and strategies related to COVAX Facility design.
Main Duties/Responsibilities






  • Under the direction of the Lead, Design and Operationalisation, manage a team of circa 6, responsible for the design and implementation of policies and strategies related to the design of the COVAX Facility;

  • Lead specific design and policy/strategy setting activities, including analyses, options assessment and recommendation settings in collaboration with other Secretariat teams;

  • Lead the planning and execution of consultations and engagement with key stakeholder groups to inform the development and operationalisation of the same design options;

  • Oversee the drafting of key documents (e.g. presentations, technical design document, proposals, briefing notes, Q&A) for internal and external meetings;

  • Liaise with key internal and external stakeholders to ensure progress, respond to queries and foster productive collaboration; manage relationships; represent the COVAX Facility at various fora;

  • Continuously assess risks; formulate and implement actions to mitigate risks; report, consult on or elevate key issues;

  • Ensure excellent communication flows within the different teams within the COVAX Facility and with the COVAX Pillar partners;

  • Work closely with other Gavi teams like Legal, Finance, Resource Mobilisation, Country Support to ensure communication and engagement to ensure alignment;

  • Oversee and coordinate the development and submission of relevant governance papers and presentations.

Work Experience






  • Minimum of 12 years of professional experience working in public health at national or international levels (in public sector, private sector or NGO) in the field of policy, design and/or health product portfolio investments;

  • Significant experience in policy development and design of mechanisms to implement development programmes effectively;

  • Significant experience in managing multi-stakeholder engagement projects preferably in international setting;

  • Grant-, project- and/or programme-management experience desirable, including in situations of considerable complexity and political sensitivity;

  • Demonstrable work experience of successful management of teams; 

  • Experience in vaccine investment strategy and assessment an asset;

  • Experience in bilateral and multilateral aid environments an asset.

Skills/Competencies






  • Health or international development technical skills; current knowledge of immunisation or health development issues an asset;

  • Advanced project management skills demonstrated with complex (e.g., multi-sectorial, multi-stakeholder) projects;

  • Advanced skills in the policy and design development and implementation;

  • Advanced skills in health product investments strategy preferably in vaccines;

  • Ability to manage a new team in a complex setting and under pressure;

  • Excellent networking, representational, communications and negotiation skills. An ability to be proactive and persuasive;

  • Superior written and verbal communication skills in English with demonstrated ability to synthesise complex issues into effective oral and written briefs;

  • A track record in producing high quality work on a variety of issues with short deadlines and make effective, timely decisions;

  • Demonstrated ability to work across institutional boundaries with various teams, and utilise talent and expertise of team members in a productive way;

  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all level;

  • Ability to adapt and work within a multicultural, multilingual, multidisciplinary environment;

  • Fluency in Excel and PowerPoint.

Languages






  • Written and spoken fluency in English.

  • Other languages desirable. 

Academic Qualifications






  • Advanced university degree in public health, health economics, development, business administration or related field, or other relevant qualification.
