OBJECTIVES OF THE PROGRAMME


 


The Division of UHC/Communicable and Noncommunicable Diseases aims to reduce the burden of communicable and noncommunicable diseases through the synergistic work of its six departments (HIV/Hepatitis/STIs, Tuberculosis, Malaria, Neglected Tropical Diseases, Noncommunicable Diseases, and Mental Health and Substance Use).


 


DESCRIPTION OF DUTIES


 


Under the overall guidance of the Assistant Director General (ADG), the incumbent will



  1. Lead and bolster the strengthening of the strategic partnership with the Global Fund to Fight AIDS, Tuberculosis and Malaria.

  2. Serve as adviser or authoritative technical expert in the office of the ADG on the technical coordination of other specific strategic partnerships relevant to UCN, including UNITAID as assigned by the Assistant Director General.

  3. Inspire synergies and thematic collaboration across the Division, Departments and the three levels of the Organization, as well as relevant external stakeholders to ensure the promotion of strengthened coherence and coordination of UCN cross-cutting activities and partnerships (e.g.: Global Framework for Multi-disease Elimination, UHC/PHC).

  4. Develop and oversee the delivery of strategies for implementation of cross-cutting initiatives through liaising with Regional and Country counterparts, on strengthening and improving technical capacity of target clienteles.

  5. Supervise designated staff in the ADGO office, and serveas technical lead for and among project-limited ad-hoc groups of technical specialists including (inter alia) to provide input on performance evaluations of these staff across as regards the cross-cutting topics and projects

  6. Assist the ADG in building collaborative relationships with other WHO Divisions and regional offices; and outreach to external partners and affected/vulnerable nations; promote linkages with governments and key partners, enhance political commitment and garner support towards advancing the Division's priority agenda.

  7. Facilitate and ensure coordination of strategic, programmatic, and technical matters and coordinate preparations for meetings, documents, briefings, and engagements of the ADG and ensure follow-up at ADGO level.

  8. Present the ADG with compelling vision and advice and guidance for important public health issues, ensuring that WHO as an Organization is positioned to take informed decisions on how to best address the challenges as well as opportunities.

  9. Support the ADG in ensuring optimal country orientation on UCN public health policies, strategies, programmes and resource mobilization efforts for implementing the Division agenda

  10. Coordinate activities necessary to respond to enquiries from constituents or stakeholders inside and outside the organization and referred to the incumbent.

  11. Represent the ADG and the Division at meetings, committees, policy and advisory bodies and other projects when and as assigned

  12. Perform all other related duties as assigned by the ADG/UCN.


 


REQUIRED QUALIFICATIONS


 


Education


Essential: Advanced level university degree in medicine or in public health.
 


Desirable: Postgraduate degree in a field related to UCN work.


 


Experience


Essential: A minimum of 10 years of professional experience with increasing levels of seniority on global development and/or policy management of public health, including several years of experience at the international level, ideally with or in an International Organization. At least 8 years of experience in coordinating, strategizing, and researching most complex health policies and strategies and developing reports, speeches, briefings, presentations and communications for prominent level audiences. At least 5 years of experience working with inter-agency initiatives and multi-disciplinary groups, national, international, and non-governmental organizations, preferably working in WHO or the UN system or relevant international health/development bodies. Demonstrated experience working with developing countries.
 


Desirable: Experience in public health programmes in developing countries.

REMUNERATION


 


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6259 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
